Why is 11:59 the key time?
Because the Vietnamese review authority has a limited daily processing volume, and rush cases need documents confirmed and scheduled early. If submission is completed before 11:59 AM with correct documents, a Super Urgent or Most Urgent process can be arranged first; if the time is exceeded or documents need modification, processing will usually be postponed to the next working day.
