Japan Travel Budget 2026: Flights, Hotels, Transport, Food and Taxes Explained
This is a Japan travel budget guide covering what you need to pay for on a 2026 trip to Japan, which costs have fixed official prices, and how to plan for flights, hotels and food.
- Fixed taxes: the departure tax is 3,000 yen per person per departure, collected with your air ticket; Tokyo, Osaka and Kyoto also charge an accommodation tax per person per night
- Airport to the city: Skyliner from Narita Airport to Keisei Ueno is 2,580 yen for adults, and the HARUKA One-Way Ticket from Kansai Airport to Osaka is 1,900 yen
- If you ride the Tokyo subway a lot, the Tokyo Subway Ticket costs 2,000 yen for 72 hours; the 7-day ordinary JR Pass is 50,000 yen when bought online, so do the maths first
- Flights, hotels and food have no fixed price: your travel dates and when you book matter most. Spend 5,000 yen or more (before tax) in one store on one day and you can get the consumption tax back
- For groups of 3 or more with lots of luggage, transfers and private cars are priced per vehicle, so the more people, the less each pays. See the transfer and private car options below
What will you spend money on in Japan?
Your trip costs fall into two groups. Some have official fixed prices, like the departure tax, accommodation tax, train fares and attraction tickets, so you can put them straight into your budget. Others have no fixed price, like flights, hotels and food, which depend on your dates and habits. Work out the fixed costs first, then compare the rest for your actual dates.
| Item | How the price is set |
|---|---|
| Flights, hotels | Depends on dates, airline, hotel and room type |
| Departure and accommodation tax |
Fixed official amounts |
| Airport and city transport | Set by rail operators, passes available |
| Attraction tickets | Set by each attraction |
| Food, shopping | Up to you; tax refund on shopping |
How should you budget for flights and hotels?
Flights and hotels are the two biggest items, but neither has a fixed price: the same flight or hotel costs different amounts on different dates. Rather than copying someone else's total, fix your dates first and compare prices for those dates. Keep these points in mind.
- Travel dates: public holidays in your home country and in Japan, plus the New Year period, are popular. If your dates are flexible, compare several departure days.
- What the fare includes: check whether checked baggage and seat selection are included. The departure tax is already part of the taxes on your ticket.
- Where you stay: staying near the airport line or a shinkansen station means fewer transfers, saving both fares and time hauling luggage.
- Accommodation tax is extra: Tokyo, Osaka and Kyoto add it on top of the room rate. See the next section.
How much are the departure tax and accommodation tax?
From July 1, 2026, Japan's International Tourist Tax (departure tax) is 3,000 yen per person each time you leave Japan. In most cases the airline collects it when you buy your ticket, so there is nothing to pay at the airport. Children under 2 are exempt, as are transit passengers who leave within 24 hours of arriving.
Some tickets bought before July 1, 2026 still carry the old 1,000 yen rate for departures after that date.
Accommodation tax applies when you stay in Tokyo, Osaka Prefecture or Kyoto City. It is calculated per person per night on the room-only rate and collected by the hotel. If four people share a room, divide the room rate by four before checking the table.
| Area | Room rate per person per night: tax |
|---|---|
| Tokyo | Under 10,000 yen: none 10,000 to under 15,000 yen: 100 yen 15,000 yen or more: 200 yen |
| Osaka Prefecture | Under 5,000 yen: none 5,000 to under 15,000 yen: 200 yen 15,000 to under 20,000 yen: 400 yen 20,000 yen or more: 500 yen |
| Kyoto City | Under 6,000 yen: 200 yen 6,000 to under 20,000 yen: 400 yen 20,000 to under 50,000 yen: 1,000 yen 50,000 to under 100,000 yen: 4,000 yen 100,000 yen or more: 10,000 yen |
From April 1, 2027, Tokyo will charge 3% of the room rate on stays of 13,000 yen or more per person per night (under 13,000 yen: no tax), and private lodgings (minpaku) and simple lodgings will also be taxed.
How much does it cost to get from the airport to the city?
Here is one direct limited express for each of Tokyo and Osaka. The Skyliner from Narita Airport to Nippori and Keisei Ueno takes about 40 minutes, and from Kansai Airport the HARUKA runs directly to Tennoji, Osaka, Shin-Osaka and Kyoto.
| Route | Adult | Child (6–11) |
|---|---|---|
| Narita Airport → Keisei Ueno Skyliner |
2,580 yen (IC card 2,567 yen) |
1,290 yen |
| Kansai Airport → Osaka, Shin-Osaka HARUKA One-Way Ticket |
1,900 yen | 950 yen |
| Kansai Airport → Kyoto HARUKA One-Way Ticket |
2,700 yen | 1,350 yen |
The HARUKA One-Way Ticket is for holders of a non-Japanese passport entering as a temporary visitor. It cannot be bought in Japan, so buy it in advance from an overseas travel agency or JR West's online booking. Prices are for tickets sold from November 1, 2026.
Train tickets are one per person, so four people pay four times, and you still have to drag your bags from the station to the hotel. For bigger groups with lots of luggage, compare a pre-booked transfer too; the method is in the group travel section below.
Which city transport tickets should you buy? Is the JR Pass worth it?
For subways and trains in the city, the simplest option is an IC card (Suica, PASMO, ICOCA): just tap in and out. If you will take many subway rides in Tokyo, look at the Tokyo Subway Ticket. The clock starts from first use, and it covers Tokyo Metro and Toei Subway lines, but not JR.
| Tokyo Subway Ticket | Adult | Child |
|---|---|---|
| 24 hours | 1,000 yen | 500 yen |
| 48 hours | 1,500 yen | 750 yen |
| 72 hours | 2,000 yen | 1,000 yen |
Prices from March 14, 2026, which are 200 to 500 yen higher than before.
The nationwide JR Pass suits trips with several long JR journeys within 7 days. If you are only visiting Tokyo and Osaka, add up the single shinkansen and JR fares you plan to buy and compare. If the total is lower, buy single tickets.
| JR Pass Ordinary (adult) | Official online | Overseas agency |
|---|---|---|
| 7 days | 50,000 yen | 53,000 yen |
| 14 days | 80,000 yen | 84,000 yen |
| 21 days | 100,000 yen | 105,000 yen |
Online prices for children aged 6–11: 25,000 yen (7 days), 40,000 yen (14 days), 50,000 yen (21 days).
The Tokyo–Shin-Osaka shinkansen is a big item in many budgets. JR Central and JR West have announced that for Nozomi reserved seats bought from July 1, 2027, the regular-season limited express charge between Tokyo and Shin-Osaka goes up by 700 yen. The non-reserved seat charge is unchanged.
How much do attraction tickets cost?
Tickets are one of the easier parts to budget. Two popular examples: Osaka Castle Main Tower is 1,200 yen for adults and free for junior high students and younger with proof of age, and the Tokyo Tower Main Deck is 1,500 yen for adults.
| Attraction | Adult | Students, children |
|---|---|---|
| Osaka Castle Main Tower | 1,200 yen | Free for junior high students and younger |
| Tokyo Tower Main Deck | 1,500 yen | High school 1,200 yen Elementary, junior high 900 yen Age 4 and over 600 yen |
Osaka Castle Main Tower: 9:00–18:00 (last entry 17:30), closed December 28 to January 1. Tokyo Tower Main Deck: 9:00–23:00 (last entry 22:30).
How should you budget for food and shopping? What is the tax-free minimum?
There is no standard food budget; it depends on how many proper meals you want each day. Pick the meals you want to spend on at restaurants you really want to try, and keep the rest simple with convenience stores, supermarkets or casual places. That is easier to control than eating out three times a day, and if breakfast is included at your hotel, you can drop that line altogether.
You can get consumption tax back on shopping. From November 1, 2026, you pay the tax-inclusive price at the till, and the store refunds the tax after customs confirms at departure. The minimum is 5,000 yen (before tax) in one store on one day, and you must leave Japan and complete the check within 90 days of purchase. See Japan Tax-Free Shopping 2026 for the full process.
Travelling as a group: how do transfers and private cars compare?
Trains and buses are one ticket per person, so costs multiply with every extra traveller. Pre-booked transfers and private cars are priced per vehicle, so the fuller the car, the less each person pays. For families or groups of 3 or more, travelling with older relatives, kids or lots of bags, add up everyone's train fares and compare that with the transfer or private car quote divided by the number of people.
Energy counts too: switching from the airport line to the subway, carrying bags up and down station stairs, and changing trains several times on a day trip all add up. A private car picks you up at your hotel door with no transfers, which often matters more than the fare difference when travelling with older relatives or kids.

Summary: what to watch for and how to plan your budget
What to watch for
From July 2026 the departure tax is 3,000 yen per person per departure, already included in your ticket. Tokyo, Osaka and Kyoto add an accommodation tax per person per night, and in Kyoto you pay it every night. The HARUKA One-Way Ticket must be bought from outside Japan before you travel; you can't get it once you arrive.
How to plan it
Work out the fixed costs first, such as taxes, airport transport and tickets, then compare flights and hotels for the same dates. Buy a Tokyo Subway Ticket if you'll ride the subway a lot, compare the JR Pass with the total of your single fares before buying, and group your shopping in one store to reach 5,000 yen before tax for a refund.
Why book a transfer or private car
Train tickets are per person, but transfers and private cars are priced per vehicle, so the cost per person drops once 3 or more share the ride. Hauling luggage between trains and changing platforms with older relatives or kids is the most tiring part, and getting in right at the airport or hotel door saves a lot of energy.
